Apart from the traffic offences listed below, this van covers up the (admittedly poor) signage for the cyclepath. You'd have to know it's there to know to use it. Then, it causes a dangerous sideways bunny hop. I'm happy doing this, but I know loads who wouldn't.
Two kinds of road offence going on here.
1. Van parked in the contraflow cyclelane. Breaking Highway Code Rule 240 (backed up in law)

You MUST NOT stop or park on a tram or cycle lane
2. The van parked up is breaking Highway Code Rule 242 (backed up in law)

You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road.
But mostly the issue must be that this road needs to have some kind of redesign. Currently it's not safe for vunerable road users.
